Reference second paragraph of my secret immediate telegram No. 34 D.T.G. 041400 May,
I saw Kotowall on 4th May and told him of my views and asked him if he would tender his resigna ti on from the Executive Council "in vlow of the state of his health and the near approach of expiry of his appointment and in order that his place may be filled forthwith by appointment of an uncfficial member of the Executive Council, who will be able to serve continuously from present time until revision of constitution, foreshadowed in recent announcement of policy of His Majesty's Government, has been fully examined and determined upon"« I told him I would accept with an expression of appreciation of the highly valuable service rendered by him to the Colony in his capacity as a member of the Executive Council and that I would issue & public announcement giving the reasons for his retirement and containing the above expression of appreciation,
2. Kotevall agreed to this course and letters have now been exchanged and announcement has been made.

Glad if I might be informed as soon as possible of wording of reply to be given to question about Kotewall lu the House of Lords.
